Barriers and Opportunities Analysis

By analysing municipal zoning bylaws, infrastructure capacity, housing data, and transportation patterns, this report provides planners and decision-makers a clear understanding of the underlying factors holding back low-rise infill housing development. It identifies common barriers that are often the result of the combined constraints of zoning, infrastructure, car-dependent development patterns, and other challenges. By analysing the business model for low-rise infill, in all of it’s complexity, we’re able to understand the factors that are holding back the housing that municipalities need to grow sustainably. We’re also able to identify opportunities to preserve community character, support complete communities, and help municipalities balance the books.

Low-rise infill holds immense untapped potential for creating diverse new housing, yet in many municipalities, viable infill business models remain unfulfilled due to zoning non-compliance, stringent parking requirements, and a range of additional barriers.
